You can add the welcome bar with the help of addthis website. You can customize the message for visitors coming from Facebook, Twitter, Google and even from other visitors.
1) Sign up for Addthis account.
2) Click get the code.
3) Then click Welcome Bar (screenshot below )
4) Now customize message.
5) After customizing, change the appearance which suits your website
6) Now copy the code after finalizing appearance.
7) For blogger : Go to template, Edit HTML ( make a backup before doing this ).
8) Now insert the code between <body> and </body> tags.
